In a relatively quiet week on the livable streets calendar, the big news will be coming out Tuesday night, when Forest City Ratner presents its transportation plan for the new Barclays Center arena. The plan has been delayed, but should provide important information about promised incentives to use transit and parking for cars and bikes. Based on what’s already been revealed, a common criticism is that the plan doesn’t include sufficient disincentives to drive to the arena.

Tonight: Queens Community Board 2 and City Council Member Jimmy Van Bramer host a community planning workshop to help decide where bike-share stations should be sited in Long Island City and Sunnyside. Preliminary maps have already been released for the area. 7:00 p.m. and 8:00 p.m.

Tuesday: Barclays Center neighbors get an update on the arena’s transportation demand management plan, which aims to minimize vehicular traffic to the area, from the developer and Empire State Development. 6:00 p.m.

Thursday: The Department of Transportation hosts a public workshop to gather community input on the redesign of the Zion Triangle and Legion Street Plaza in Brownsville.

This week’s calendar is jam-packed with events relating to street safety, bike-share and transit service. The week starts with an important hearing on the future of Fourth Avenue in Brooklyn.

With six lanes of moving traffic, Fourth Avenue is wide and dangerous. From 2006 to 2011, seven people were killed while walking on Fourth between 65th Street and 15th Street, while dozens more were seriously injured. Since last year, DOT has been meeting with CB 7 and local organizations to plan improvements to the street, and this evening the city will present its proposal at a public hearing — two days before CB 7 is scheduled to vote on it. A strong turnout in support of a safer Fourth Avenue could help save lives.

Here are the highlights — check out the calendar for the whole spectrum of events this week.

Today: At this public hearing sponsored by Brooklyn Community Board 7, DOT will make a presentation on proposed safety improvements for Fourth Avenue. Following the public hearing, there will be a meeting of the Fourth Avenue Working Group. 6:30 p.m.

Tuesday: For two years, Transportation Alternatives has been helping a group of young people in the Bronx fight for a safer intersection. After thousands of signatures in support of traffic calming for 172nd Street and Townsend Avenue in the Mount Eden neighborhood, they won! Join TA and the Bronx Helpers for a block party to celebrate a little victory that’s going to make a Bronx neighborhood a whole lot safer. 5:30 to 7 p.m.

Also Tuesday: DOT will present updates on the 86th Street project and the Fourth Avenue Task Force to the Brooklyn CB 10 transportation committee. 7 p.m.

More on Tuesday: At a meeting of the Brooklyn CB 2 transportation committee, DOT’s bike-share team will present proposed locations for Citi Bike stations. 6:00 p.m.

Wednesday: DOT and the MTA hold an open house to present design ideas and solicit public comments on Webster Avenue Select Bus Service. 6 p.m. to 8 p.m.

Thursday: In Sheepshead Bay, Brooklyn, there are New Yorkers who rely on buses to get from A to B. But even the most important buses in the neighborhood, like the B4, often don’t run up to snuff. Join TA, Assembly Member Steven Cymbrowitz and Sheepshead Bites for a Sheepshead Bay Transit Rider Town Hall. 7 p.m.

Saturday: Test ride a bike-share bike, ask questions and give feedback about the program at a Brooklyn Flea bike-share demonstration. 12 p.m. to 4 p.m.

May, of course, is bike month, and this week’s calendar is packed with cycling activities, including city cycling lessons, bike-share events and a Saturday tour of bike-friendly businesses.

The week kicks off with an important meeting on the future of Brooklyn’s Fourth Avenue, one of the deadliest streets in the five boroughs. Lined with several schools, Fourth Avenue in Sunset Park is a major walking destination for children and families. It’s also a high-speed traffic disaster: From 2008 to 2010 alone, three pedestrians lost their lives in crashes on the stretch that DOT and Community Board 7 will discuss tonight. The public is invited to attend, and support for traffic calming measures could save lives.

Today: At a meeting of the Brooklyn Community Board 7 Fourth Avenue working group, DOT will present preliminary plans for safety improvements to Fourth from 15th to 65th Streets in Sunset Park. The plans are based on community visioning sessions held in February and March. As with any community board committee, public input is crucial. The DOT flier is here. CB 7 board room, 4201 Fourth Ave.; entrance on 43rd St. 7 p.m.

Today: The Manhattan CB 5 transportation committee will be holding two back-to-back meetings. The first will feature a presentation by NYU’s Wagner School: “A Capstone Project: A Study of the Penn Station Area.” The second meeting will feature a presentation from the city’s Department of Design and Construction on the revised design for Broadway between W. 42nd and W. 47th Streets. 6 p.m.

Tuesday: The Rudin Center for Transportation Policy & Management presents “Technology and Urban Mobility: Perspectives from the Front Lines,” a look into technology’s influence on mobility management in New York City. Featuring representatives from the MTA, the Port Authority and Jeff Maki of OpenPlans. 8:30 a.m. RSVP online.

Tuesday: Would you like to bicycle (or bike more), but don’t feel comfortable riding in city traffic? Volunteers from the Five Borough Bicycle Club will explain your rights to the road, the skills needed to assert them, and how to safely fit in with motor vehicles and ride without stressing out. Hosted by the Park Slope Food Co-Op. 6:30 p.m.

Wednesday: DOT is holding information sessions on its NYC Plaza Program in each borough. Wednesday’s session will be on Staten Island. 10 a.m.

Wednesday: The transportation committee of Manhattan CB 8 will discuss bike-share for Roosevelt Island. 6:30 p.m.

Thursday: Karen Rae, New York State deputy secretary of transportation, will be the featured speaker at a luncheon entitled “New York Works: Connecting the Dots Between Infrastructure and Economic Development.” Rae will “discuss the plans of the state to invest in those critical infrastructure projects necessary to promote and increase economic development, creating jobs, addressing transportation’s financial needs, and improving the state and the region’s economic vitality.” 11:45 a.m. RSVP by tomorrow (May 1).

Transit activism is at the top of this week’s agenda, with elected officials in two boroughs hosting town halls to hear from their straphanging constituents. Congressman Joe Crowley and Council Member Daniel Dromm will meet in Elmhurst, while State Senator Gustavo Rivera will host his town hall in Fordham Heights.
Also, planning for the launch of New York City’s new bike-share system enters a new phase this week, with the first community board seeing a proposal for a final map of station locations. After extensive public outreach, bike-share is starting to become a reality.

Tonight: Hear some of New York City’s leading transportation techies talk about their projects, from real-time bus information and the MTA’s plans for a new fare payment system to taxi GPS analysis, in an event at NYU’s Rudin Center. 6:30 p.m.

Also Wednesday: After a collaborative planning workshop in March, Manhattan Community Board 3 is ready to get a look at where bike-share stations might actually end up. This weekend, you can help make ghost bikes to commemorate cyclists who lost their lives on the streets of New York.

The big-picture discussion this week is happening at NYU Law School, where Jon Orcutt and Charles Komanoff will be the stars at a forum about the city’s attempts to curb congestion through road pricing, bike lanes, parking policy and transit service. During the conversation, Komanoff will unveil details of “Gridlock” Sam Schwartz’s new road pricing plan, featured in the New York Times today.

Tonight: Manhattan CB 6′s transportation committee debates a proposal to stripe crosstown bike lanes on 29th and 30th Streets. 7:00 p.m.

Wednesday: DOT’s Jon Orcutt and congestion pricing advocate Charles Komanoff discuss the city’s efforts to speed people’s commutes at a forum held by NYU Law. 12:25 p.m.

Also Wednesday: On the Upper East Side, CB 8′s transportation committee discusses two motorist proposals to annex curbside space: removing a bus stop and reducing metered parking hours. 6:30 p.m.

Saturday: In preparation for a commemorative ride, the NYC Street Memorial Project is holding a work day to make and install ghost bikes honoring slain cyclists. 11:00 a.m.

There are two big calendar items in Brooklyn this week, both on Tuesday. With NYC DOT looking for input on how to manage the needs of Prospect Park users, the Prospect Park Road Sharing Task Force will present recommendations that “put people first.” Meanwhile, DOT staff will unveil a pedestrian plaza proposal for Ocean and Parkside Avenues to Community Board 9. Also on the calendar:

Tonight: Community Board 3 hosts a bike-share planning workshop for the East Village, Lower East Side, Little Italy and east Chinatown. 6:30 p.m. And: The first in a series of events from the Carbon Squeeze, a group of Upper West Siders who have banded together to uncover practical ways to reduce their carbon output. 7 p.m.

Tuesday: The aforementioned Prospect Park Task Force forum begins at 6:00 p.m.; the CB 9 pedestrian plaza event starts at 7:00.

Also Tuesday: The public will have two opportunities this week to comment on the draft environmental impact statement for the Tappan Zee Bridge. Discarding years of planning, Governor Andrew Cuomo is pushing a super-sized Tappan Zee that includes no plans for transit, no known price tag and no definitive funding formula. Tuesday’s hearing will take place in Rockland County (4-9 p.m.); the second is on Thursday in Westchester (4-9 p.m.). Comments will also be accepted by e-mail until March 15. See TSTC’s Tappan Zee site for details.

More Thursday: The New York Metropolitan Transportation Council (NYMTC) holds its annual meeting, “Infrastructure at a Crossroads: Financing the Region’s Transportation Needs,” featuring state DOT commissioner Joan McDonald. 11 a.m.

Saturday: Queens Community Board 2 hosts a bike forum, where the public can share ideas with DOT staff. 10 a.m.

Even with new laws on the books designed to hold dangerous motorists accountable, NYPD still, by and large, allows drivers who maim or kill other people to get right back behind the wheel with little or no repercussions. Stories abound of police failing to follow up with crash witnesses, neglecting to use the legal tools at their disposal, and generally ignoring the seriousness of traffic violence as a widespread hazard. Public awareness of the problem heightened this winter as the family of slain cyclist Mathieu Lefevre pursued information from NYPD about the crash that killed their son, revealing mishandling of key evidence and bizarre inconsistencies in the investigative file.

On Wednesday the City Council Public Safety Committee and Transportation Committee are holding a joint oversight hearing looking into NYPD crash investigations and traffic enforcement. If you would like to testify at the hearing, you can send an e-mail to TA’s Juan Martinez by this evening, with the subject line “Feb. 15.”

Monday: Join the East Village Community Coalition and Local Spokes for a workshop to envision the East Village as a better neighborhood for cycling. 6:00 p.m.

Wednesday: Peter Vallone and James Vacca hold a joint oversight hearing on NYPD crash investigations and traffic enforcement, titled “Proceeding with Caution – An Examination of NYPD’s accident response and enforcement of traffic rules relating to cars, bikes, and trucks.” 10 a.m.

Also Wednesday: A one-block extension of the 2nd Street bike lane, the permanent design of Forsyth Plaza, and a speed bump on Orchard are on the agenda of the Manhattan CB 3 Transportation Committee. 6:30 p.m.

More Wednesday: The Museum of the City of New York hosts a panel about NYC DOT’s innovative reallocation of city street space, featuring “Gridlock” Sam Schwartz, NYC DOT deputy commissioner Bruce Schaller, and the RPA’s Jeff Zupan. Reservations required. 6:30 p.m.

Thursday: NYC DOT takes its bike-share presentation to Chinatown for public information sessions in Mandarin and Cantonese. The Mandarin presentation starts at 3 p.m., and the Cantonese one starts at 4.

Also Thursday: The public workshop to help design Fowler Square in Fort Greene is an important one for local residents to attend. Community Board 2 has voted for the plaza, but a small yet vocal contingent of opponents disrupted a plaza workshop last year. 6 p.m.

The big activity on the livable streets calendar this week — and perhaps for weeks to come — is bike-share station selection. The first local workshop, hosted by Manhattan Community Board 4 and West Side elected officials, will begin to determine where stations will be located in Hell’s Kitchen and Chelsea. One of the major questions to work out is whether bike-share stations will be placed on the sidewalk or in what are now parking spaces. Encompassing both Penn Station and the Port Authority Bus Terminal as well as the hard-to-reach Hudson River waterfront, CB 4 should have some very popular bike-share sites.

Tuesday: People who live and work on Manhattan’s West Side can help choose where bike-share stations will go in Hell’s Kitchen and Chelsea at a workshop hosted by Community Board 4. 6:00 p.m.

Wednesday: Second Avenues Sagas author Ben Kabak interviews former MTA open data expert Sarah Kaufman about how technology is reshaping public transportation, part of a series at the New York Transit Museum. 6:30 p.m.
