The first local workshop, hosted by Manhattan Community Board 4 and West Side elected officials, will begin to determine where stations will be located in Hell’s Kitchen and Chelsea. One of the major questions to work out is whether bike-share stations will be placed on the sidewalk or in what are now parking spaces. Encompassing both Penn Station and the Port Authority Bus Terminal as well as the hard-to-reach Hudson River waterfront, CB 4 should have some very popular bike-share sites.

Tuesday: People who live and work on Manhattan’s West Side can help choose where bike-share stations will go in Hell’s Kitchen and Chelsea at a workshop hosted by Community Board 4. 6:00 p.m.

Wednesday: Second Avenues Sagas author Ben Kabak interviews former MTA open data expert Sarah Kaufman about how technology is reshaping public transportation, part of a series at the New York Transit Museum. 6:30 p.m.

Today: Hunter College hosts a panel discussion about how women can combat sexual harassment and assault on NYC’s subways and buses. 7 p.m.

Also Today: Come hear from NYC DOT about plans for a public bike-share system at the transportation committee of Manhattan CB 6. The committee will also consider a resolution supporting automated speed enforcement cameras. 7 p.m.

Tuesday: Manhattan CB 11 holds a public hearing on the NYC DOT proposal to extend protected bike lanes to 125th Street. East Harlem has some of the most dangerous streets and highest rates of childhood asthma and obesity in the city. Building protected bike lanes would make walking and biking safer, encourage physical activity, add trees, and break the spatial monopoly of exhaust-spewing vehicles on neighborhood streets, but two local business owners have mobilized against it under the guise of protecting children’s health. Local residents have strongly backed the project and this hearing will be an important forum to express that support and cut through the noise. 6:00 p.m.

Wednesday: At its monthly meeting, the transportation committee of Manhattan CB 3 will consider partnering with other local organizations to sponsor bike-share workshops. 6:30 p.m.

Thursday: Take a bike-share bike for a test ride at an open house at the Center for Architecture. 6:30 p.m.

The highlight of the Streetsblog calendar this week is Wednesday’s rally led by Transportation Alternatives calling on Police Commissioner Ray Kelly and NYPD to uphold traffic laws and hold reckless drivers accountable. You can RSVP here.

Today: The City Council Transportation Committee will consider a pair of bills introduced by committee chair James Vacca that mandate what NYC DOT already does: consult with other city agencies before implementing street redesigns and report on the effect of those projects. However, in addition to requiring safety and traffic speed measurements, one of the bills — Intro 671 – would also mandate reports on vehicular level of service, the discredited traffic engineering metric often used to justify road expansions or thwart pedestrian, bike, and transit improvements. The hearing starts at noon.

Tuesday: NYU’s Wagner Center hosts a discussion with Dr. Kelly Henning, director of public health programs at Bloomberg Philanthropies, about road safety from a global perspective. Traffic injuries cause 1.27 million deaths each year, according to the World Health Organization, predominantly in developing countries. Dr. Henning will talk about the current state of road safety in low- and middle-income countries, and share information about the Bloomberg Global Road Safety Program. 8:30 a.m.

Wednesday: Reckless driving claims lives with alarming frequency in New York, but police and prosecutors almost always send the message that this behavior is acceptable. In the vast majority of cases, drivers who kill are not charged with a crime, even when they operate without a valid license or when witnesses observe them breaking traffic laws. More than 1,300 people have signed letters to Police Commissioner Ray Kelly demanding NYPD uphold traffic laws and take the investigation of traffic deaths seriously. Transportation Alternatives will deliver the letters at a rally at One Police Plaza. The public is invited to attend, and you can also add your voice by sending a letter to NYPD. 8:30 a.m.

Tuesday: The mayor himself will kick off the day-long “Zoning the City” conference, “designed to cultivate new thinking about zoning as a governmental tool that may be used to address major economic, social, environmental, and physical challenges facing New York City in the 21st century.” Bring your questions about parking minimums! The meeting is open and you’re invited to attend and share your thoughts. 6:00 p.m.

Thursday: Manhattan Community Board 4′s transportation committee discusses where to place bike-sharing stations and on-street bike parking corrals. 6:30 p.m.

The Department of Transportation’s comprehensive tour of community boards to present plans for bike-sharing continues this week at Manhattan CB 3 and CB 7, and Brooklyn CB 1. For a full listing of bike-share events, check the NYC DOT bike-share site.

Also important this week is a meeting of Manhattan CB 2′s transportation committee. Local residents have proposed installing a parking-protected bike lane along Hudson Street, effectively extending the Eighth Avenue bike lane from Bank Street down to Canal Street, and the Ninth Avenue bike lane from 14th Street to W. 12th Street. The community board will begin discussing whether to endorse that plan and take it to DOT this Tuesday.

Tonight: DOT presents the latest plans for Select Bus Service along 34th Street to Manhattan CB 6′s transportation committee, which had opposed earlier plans for a physically separated transitway. 7:00 p.m.

Tuesday: Community members put forward a plan for a parking-protected bike lane on Hudson Street between 14th Street and Canal Street. The transportation committee of CB 2 will consider whether to endorse that proposal. 6:30 p.m.

Wednesday: Transportation Alternatives hosts its annual community board join-up jamboree. Proposals for safer streets and better bus service often live or die based on what community boards say. If you want to get more involved in your neighborhood, T.A. can help you navigate the process and apply for community board membership. 6:00 p.m.

James Vacca and the City Council Transportation Committee continue to tackle the pressing issues facing our streets and transit system. Among the legislation getting a hearing at this week’s transpo committee meeting is a bill from Brooklyn Council Member David Greenfield that would ban city agencies from placing adhesive stickers on motor vehicles. The Department of Sanitation uses stickers to shame alt-side parking violators who block the path of street sweepers. The likely outcome if Greenfield’s bill passes: dirtier streets and sidewalks.

Also on the Streetsblog calendar: Bike-share outreach comes to Manhattan Community Board 8 — find out how a public bike system will benefit the Upper East Side.

Happy Halloween! Today is one of the biggest days of the year for foot traffic.

Tuesday: The City Council Transportation Committee holds a hearing on Greenfield’s dirty streets bill and a pair of bills requiring DOT to report on pothole repair and pavement conditions. 1 p.m.

Wednesday: NYC DOT presents an overview of the city’s bike-share initiative to CB 8. 6:30 p.m.

Also Wednesday: DOT continues the public planning process for the Brooklyn Waterfront Greenway, gathering feedback on the greenway route through Downtown Brooklyn. See where the current proposal for this segment stands and give your opinion. 6:30 p.m.

More on Wednesday: Learn about the options for improving transit access to LaGuardia Airport, currently served by five relatively slow bus routes, at an open house hosted by the MTA, NYC DOT and Port Authority. 6:30 p.m.

Suggestions from the workshop will be presented to city agencies. 6 p.m.

Friday: The all-day BitCity Conference at Columbia University examines how data and technology can enhance city transportation systems.

On Wednesday, Manhattan Community Board 6 will host a special meeting regarding a long-awaited proposal to fill the gap in the East Side Greenway — which the board describes as “the alienation of a portion of Robert Moses Playground, creation of replacement park space, and creation of a waterfront esplanade.” This is a popular plan that would result in a far safer environment for East Siders and other greenway users. Nevertheless, opponents who spoke at recent public meetings are expected be out in force, and based on the loaded language in the CB 6 agenda, they may have a head start. Yes, while expensive, taxpayer-financed parking boondoggles go belly up and the transit system teeters on a mountain of debt, the City Council is busy considering whether to pass the second law in two years that would further complicate DOT’s existing practice of presenting every bike project to the local community board. Funny how council members never considered bills like this during the days when DOT was carving out more left-turn bays for cars and ignoring opportunities to improve bike and pedestrian infrastructure.

We’ll have a report for you later today. And maybe, just maybe, so will Marcia Kramer and the team at CBS2. Here’s what’s happening the rest of the week:

Monday: Manhattan Community Board 5 discusses a resolution supporting automated cameras to enforce the speed limit.

Tuesday: NYC DOT has been working with businesses in New Lots on a public plaza for the triangle between Ashford Street, Livonia Avenue, and New Lots Avenue in Brooklyn. The agency will present the plaza design to Community Board 5′s Transportation Committee. 6:00 p.m.

Also Tuesday: The most important bus project under development in the city right now is Select Bus Service on the Nostrand Avenue corridor. NYC DOT will present the latest proposal to Brooklyn Community Board 9. 7:00 p.m.

Thursday: Test out how NYC bike-share will work at the demo station in Union Square, from noon to 6:30 p.m.

Sunday: Another bike-share preview at Atlantic Antic in Brooklyn. The demo station will be at Atlantic and Nevins from noon to 4 p.m.

It’s not on the calendar, but tomorrow is special election and primary day in New York City, with seats in Albany, the City Council, and Congress up for grabs. Expect even lower turnout than usual — just a handful of votes will decide the outcome of the most contested races. Not sure who’s running for what? Gotham Gazette has the definitive guide to tomorrow’s election.

On the Streetsblog calendar, things are back in full swing now that the summer is winding down. A series of Manhattan community board meetings kick off the week, which ends with a bang as New Yorkers show how creative they can get with curbside space at Park(ing) Day 2011.

Tonight: DOT presents CB 12 with plans for the block of Riverside Drive north of 181st Street. This block, essentially an on-ramp for the Henry Hudson, is also the only nearby entrance to the Hudson River Greenway. 7:00 p.m.

Tuesday: CB 2′s transportation committee discusses the pedestrian safety improvements being implemented by the Hudson Square Connection and potential safety improvements for the intersection of Canal and Hudson Streets. 6:30 p.m.

Also Tuesday: A private company tells CB 7′s transportation committee about its plans to bring traffic calming and street beautification to a block of West 109th Street. The committee will also discuss a traffic study for the area bounded by Broadway and Central Park West between 96th and 100th Streets. 7:00 p.m.

Wednesday: CB 3′s transportation committee debates a proposal to reverse the direction of one block of Forsyth Street at the approach to the Manhattan Bridge’s bike path. 6:30 p.m.

Thursday: The MTA and DOT present the latest draft of their plans for faster bus service and safety improvements on Hylan Boulevard in a public meeting. 7:00 p.m.

Friday: It’s Park(ing) Day 2011! Around the city, parks, art installations, performances and public spaces will replace on-street parking spaces in what’s become an annual tradition. All day.

Also Friday: American Planning Association President Mitch Silver gives a lecture on “planning and the community.” 6:00 p.m.

The bike lanes and pedestrian safety improvements on First and Second Avenues could finally be completed up to 125th Street as promised next year, and this week the project will face two critical community board votes. The transportation committees of the East Harlem and Upper East Side community boards will be discussing whether to extend the lanes north from Midtown to 125th Street, a plan which both boards endorsed last year. Even with the prior record of support, this week’s votes could go the other way, so a strong showing from supporters of complete streets can help badly needed safety improvements to finally move forward.

Tonight: Manhattan CB 11′s transportation committee discusses whether to build the lanes in its district, north of 96th Street. 5:30 p.m.

Wednesday: CB 8′s transportation committee joins the discussion over First and Second Avenues, considering whether to build the protected lanes through the Upper East Side. If you bike or walk on the Upper East Side, your voice could help sway a board with a shaky record of support for complete streets. 6:30 p.m.

Thursday: Local electeds are hosting a design forum to gather ideas for the plan to close the East River Greenway gap in Midtown. 4:00 p.m.

Saturday: Friends of slain cyclist Christopher Doyle host a memorial bike ride and potluck dinner in his honor. 5:30 p.m.
