Einstein has been quoted as saying that “the definition of insanity is doing the same thing over and over again and expecting a different result”. New York City officials’ approach to solving New York’s traffic congestion problems certainly meets that definition. From John Lindsay (1966-1973) to Ed Koch (1978-1989) to Mike Bloomberg (2002-2013), New York’s mayors have proposed variations of the same plans. Mr. Schwartz, who began under John Lindsay, survived Abe Beame, became Traffic Commissioner under Ed Koch, and served as candidate Mike Bloomberg’s transportation adviser in 2001, will unveil “The Plan” that addresses those failed attempts. He will share his optimism that, this time, after 40 years in the business, a rational solution can be accomplished.
