		<description>Senators, being two to a state, figure each state should get the same amount of funding.  Never mind that three New York City boroughs &lt;i&gt;each&lt;/i&gt; have greater populations than Alaska and South Dakota &lt;i&gt;combined&lt;/i&gt;.</description>

		<description>While the funding does not need to be equal in all states, small town Main Streets are ideal candidates to receive a portion of this funding.  a) Supports locally-owned businesses that have been historically located on Main Street(and if done right, encourages additional residential, cultural, and schools to be located there in the future.  b) Encourages residents to walk in these areas .  c) It allows residents of rural states to recognize the similarities between their towns and cities.  d) Buys political support for the nationwide program.</description>
