Kaja, here's how it works in other cities (I have no idea if NYC would use the same method)

The bus has a video camera out in front always recording. NYC buses may already have this. When the driver comes upon a vehicle in the lane, he pushes a button. This puts a time stamp in the video. The driver doesnt need to do anything else, just one quick button press.

At the end of the day, someone reviews the video, where the time stamps are. He gets to see 15 seconds or so to determine if the vehicle was in the lane legally (right turn) or illegally (loading).

If illegal, the car owner gets sent a piece of mail that has the website and a code. They go to the website, enter the code, and see a page showing the 15 seconds of video, and a screen shot of the license plate. You then pay the fine, or appeal it.

I've heard of red light camera tickets being successfully appealed. Do you have reason to believe these would be any different?

Here's the policy, to go along with my useless anecdote:

Really curious how appeals would work here.

Can I have the photograph brought before a judge, with the bus lane and my license plate both clearly visible? Does a human look at what comes out of the photography stream, and charge me, or does a computer do the charging?

I'm all for keeping cars out of bus lanes, but matters of liberty come first.

Our local council has just started rolling bus-ticketing out; seen a big surge in tickets and, obviously a major improvement in bus schedules. Any vehicle blocking a bus on one of the showcase route gets a ticket.

The best bit: cost-effectiveness. There's no need for any extra enforcement vehicles or people, the buses police the lanes themselves.

This kind of nonsense is why nothing ever gets done. The state needs to devolve all local transportation responsibility to the city and worry about state business.
