To be honest, that's probably a similar tone to what I would write such an article in. The idea is for the reader to read it, and think, "Oh my god! This journalist is sadistic, and has no respect for human life! Wait a minute... Our public policy and our motoring culture is sadistic, and has no respect for human life!" Are they being disrespectful and too light-hearted about a serious problem, or are they being tongue-and-cheek, using a legitimate literary technique in order to point out just how absurd the lack of respect for human life is in the context of our transportation policy?
