		<description>This chart is nonsense it only shows that the state is not sending new capital improvement money to the MTA. What it does not show is the 190.9 million that was sent as a subsidy to the authority last year. That is a staggering number and I hope it hits home with whoever is reading this. Please tell me why the money from the sale of the Atlantic Rail Yards can not be paid up by Mr. Ratner. That money could be used to fund the capital shortfall without going back to the statae which has its own issues with the budget.</description>
