		<description>I&#039;ve seen several times a SUV with a FDNY placard parked at a metered spot.  The placard is clearly visible, but the meter receipt is always positioned so as to block the expiration time from view....basically relying on the &quot;good will&quot; of the parking officer not to ticket a &quot;team member&quot;, a strategy that apparently works all too well</description>
