Unless you park one car in the drive way and the other in front of the curb cut where the on street parking spot used to be... something you can really only get away with if you own the house/parking pad. People do this to skirt on street parking restrictions which limit the number of decals per house in my neighborhood. Effectively, you can turn one completely public parking space into a quasi-legal semi-private space AND get an off street parking space at the same time.

I live in Virginia though, so I'm not sure how this works out in new york.

Exactly Matthew; it is a net social loss, so-to-speak. Given: One living room and one on-street parking space. Homeowner turns living room into garage, on-street parking space into access lane. Now: no living room; still only one parking space.

It is a backdoor for a conversion of public space into private space.

The parking pad shown is a waste. Without it the street would have another parking stall that can be utilized by anyone. With it the street looses a stall, and someone gains a single personal parking space. there should be a minimum amount of parking that needs to be added if someone wants a curb cut and remove a parking spot from the street.
