		<description>The lock-step organizations would have us wall off the Mott Haven waterfront for elite developement built reletively quickly- a 6 lane elevated highway is a wall as much practically as a 7 or 8 lane one. The Mott Haven area deserves far better:

		<description>The solution is to adjust the tap -- the GW Bridge. Tolls for passenger cars should be raised until the volume of traffic flows at the designed speed limit. As for highway expenditures, the best investment would be widen the (already relatively wide) overpasses or cantilever roofs over depressed arterials like the Cross Bronx. This would create valuable real estate for development or parks. (There is a State DOT plan on the books somewhere for a greenway to be created on top of the Cross Bronx.) This too would be very Robert Moses..</description>

		<description>I&#039;m surprised you didn&#039;t mention the classical Moses tactic of announcing public hearings a very short time before they happen and at obscure times and locations. I don&#039;t see how it is still legally possible to announce a Monday hearing on the Friday before. Every other agency level (city and federal) is obligated to hold months-long public comment periods.</description>
