		<description>Let&#039;s not confuse uses here.  The 16th St ped/transit mall is the very centre of downtown Denver and packed with offices, destination retail and a free-fare transit route.  Dyckman St has none of those uses and is instead an arterial street lined alternately with parkland, low-end retail that closes at night, and public housing.  It&#039;s not the main street of anything.  Simply transplanting 16th St wholesale would quickly result in an unattractive, dangerous, run-down environment no different than the homeless encampment/seating area off Highbridge Park.  You can&#039;t just create empty spaces with nothing to activate them - something Jane Jacobs often pointed out.  

There are examples out there of how to create an attractive streetscape that can handle the kind of uses along Dyckman with room for bikes, pedestrians and generous plantings but the 16th St Mall is not one of them.  I&#039;ll try to think of a relevant example and post it here.</description>
