Get there early, sign up to speak and use your 2-3 minutes wisely. Be as concise as possible and emphasize the PROVEN safety benefits to ALL street users, including pedestrians. talk up the idea that this will REGULATE the flow of cyclists on a street by providing a safe place where bikes can ride and where everybody else knows where to look for them. Those are the best messages - not all Board members are enlightened enough to necessarily want more bikes (yet).
