Arnold Schwarzenegger, the bill that was approved Wednesday on a 21-14 vote, would nullify a lawsuit by residents [Citizens for Community Preservation] in the neighboring city of Walnut, who claimed that Industry approved the project without sufficiently reviewing its environmental impact.&quot;

Those lawsuits can be dragged out forever, with the goal of killing a project even if you lose, as at Atlantic Yards.  Or San Francisco&#039;s bicycle infrastructure.</description>
