It's synonymous with failure and a weak presidency. Carter is long "gone from the stage." He hasn't been president for decades. It doesnt matter if Carter's urban policies were brilliant. You don't get people excited by telling them you're building current policy on thirty year old ideas --- especially from an administration that had a reputation for not getting things done.
