Feds spend too much on transportation already; highways should go to a 50-50 match, and both highway and transit projects should be contingent on local agencies providing adequate levels of operations and maintenance on their own dime for the following decades.

Useful. Obviously the highway people aren’t going to “want” to go to a 50-50 match. The “transit people” probably don’t “want” a 50-50 match either, but that doesn’t justify anything. Obviously JSK was suggesting that there should be equality of matching rates, way to not say anything of consequence Ray.
