		<description>Useful.  Obviously the highway people aren&#039;t going to &quot;want&quot; to go to a 50-50 match.  The &quot;transit people&quot; probably don&#039;t &quot;want&quot; a 50-50 match either, but that doesn&#039;t justify anything.  Obviously JSK was suggesting that there should be equality of matching rates, way to not say anything of consequence Ray.</description>
