Does that NJ gas amount include people from NY and PA who simply pay for gas while driving through NJ? If I am driving from New York City across the GW and then to upstate New York, I buy my gas in New Jersey, even though most of my mileage is in NY State.

This analysis would be even more dramatic if the data could be broken down by County. But I seriously doubt that level of dats is easily available--it would take digging in the sales tax and gasoline sales records of all 50 states.

New Jersey is peculiar because it's almost entirely a bedroom community for NYC and Philadelphia. Thus, transit use to those cities is high, but for everything else you have to drive.
