		<description>If only the MTA had not pursued New Starts funding for the Second Avenue Subway, and Sheldon Silver did not stall it for a few years.

The upper half would be built, for less NYC tax dollars, and we&#039;d be planning for the lower half.

Now we&#039;ll be lucky to get three stations.  Really, really lucky -- we passed a bond issue to get it, but they&#039;re softening us up to divert the money elsewhere.</description>

		<description>Wonky but great. Please follow up this story with one which directly compares transit and highway starts. Maybe you could put the flow charts of some comparably sized highway and transit projects side by side with a time line, and get some quotes from Oberstar et al on what exactly they are going to do to change this.</description>
