		<description>Governors use state DOTs to gin up political support away from the big cities. Ray LaHood knows all about this, being from downstate Peoria. Expecting SDOTS to fairly distribute federal aid is laughable. They are hardwired to do the opposite. Federal transportation money has to go directly to cities and metro areas or it&#039;s going to keep on being used to widen interchanges in cornfields.</description>
