		<description>That&#039;s distressing, as all of the money should have been used for repairs. 

But I can&#039;t say the lesson is we need more federal control.   What might happen is that NY would be required to use 1/3 of the money for new roads, too.

Perhaps the lesson is more money isn&#039;t good, either, unless it is in cash.  Younger generations will have to pay that borrowed money back, meaning they will have less to allocate to transportation, meaning older generations are making the decisions for them and making them pay for it.  More debt means more power for Generation Greed.</description>
