We can't decide on how valuable this bill is unless we know how much it has for building new roads as well as how much it has for transit. So, how much does it include for 1)maintaining existing roads and 2) building new roads?

We can't decide on how valuable this bill is unless we know how much it has for building new roads as well as how much it has for transit.
