		<description>Do police routinely pull the cell phone records of the drivers? I know it is difficult to establish the exact time of an incident, but in some cases this could establish that the driver was at the very least breaking the law and at most could establish the probable cause. 

The public as potential witnesses, let&#039;s hope not victims should be encouraged to note the time of incidents. Traffic cameras also.</description>

		<description>In addition to criminal prosecutions and civil suits, it might be a good idea to track license suspensions and revocations as well. To me, what&#039;s amazing is not that deadly drivers escape prosecution (with lack of intent as the excuse) but that they&#039;re allowed to go on driving.</description>
