It sounds to me like “the communitiy” consists solely of drivers and business proprietors that serve the carriage trade. I don’t think they give a fig about pedestrians. Then again, I think the city’s proposal for the area stinks, too–and for the same reason.
“If there is to be a length of time after the installation of new asphalt and before the permanent markings are installed, I would have to think that there are requirements for temporary markings to be installed by the contractor.”
