I am totally in agreement with your proposals and plans for the safer streets of the commuting bicyclists and pedestrians in a now gentrified urban area. The concentration of people in this neighborhood is not that different then neighborhoods in Philadelphia, or maybe your favorite vacation spot... which have bike lanes, why has Collingswood not grown safer as it has become more congested. There are many points to fixing a problem like this, and what I have garnered in actually talking with bicyclists and people in the shops is, "what about the parking". This will also need a resolution given the current state of congestion, a metered public garage would do the central district of the town the needed space if they needed to adjust sidewalk widths. I have sent an email through our Rutgers home page, and hope that I may be of some assistance as I have some experience with this situation.
