		<description>Where&#039;s the discussion about how legislators get earmarks because there is no other way to get funding for some good projects.  yeah you mentioned the broken CE rating process once, but I&#039;d like to see a discussion about why our funding mechanisms are so broken that congress critters have to go through a &quot;black market&quot; to get what their constituents want.  Yeah there are some crazy projects out there, but why is everything sloughed into the &quot;earmark&quot; bin?</description>

It&#039;d be nice if she put SMART up for some funds though, recession means less tax revenue means either part of the line will be built later, or the whole project is delayed. how about a cool $50 mil to get the train rolling within the original 5 year timeframe? We need our small start.</description>
