Strange how an article can go from &quot;accident&quot; to &quot;felony hit and run&quot;. 

Bonus question: If the driver had not fled the scene, would it haven been considered a felony or a misdemeanor or a red light traffic ticket?</description>

Something&#039;s fishy about this. I visited several cities in China in 2001, and my impression was that industry was more responsible for pollution than cars. For starters, the richest (i.e. most cars) city I visited (Shanghai) had the best air. Beijing&#039;s air was bad, but the worst was Xi&#039;an (in the &quot;midwest&quot;) where the air was appallingly bad. I grew up in an industrial town and I was very familiar with that smell. I suspect what&#039;s really going on is that it&#039;s more expedient to control individual drivers in China than factories. I&#039;ve heard the smog in the really industrial areas in the south is unheard of.</description>
