The rule would operate as impersonally and objectively as the one that prevents 10-year-olds from driving.</description>

Yes, this incident is egregious.  I&#039;m no crime or law professional, but I suspect this incident points out the inadequacies of our justice system more than our enforcement nets, don&#039;t you think?</description>
