		<description>i think they lost their chance of voluntary action!  buildings can voluntarily do this now, but it won&#039;t be many who volunteer.  they will only act if the law is passed.  our building has the same issue and we run a website on how to live in a greener way!  ans we can&#039;t ride to work!!
