I prefer the spelling "liveable," and according to the OED I have Jane Austen and J.G. Lockhart on my side. If you prefer "livable" (apparently following <a href="http://www.amazon.com/Livable-Streets-Donald-Appleyard/dp/0520047699" rel="nofollow">Donald Appleyard</a>), go ahead and use it, but you might want to register "liveablestreets.org".
