		<description>I have callled 311 regarding car alarms, and they will in fact connect you to 911. No big fat ticket for me, but an officer did (eventually) come out and yell at the owner. Dunno what the resolution was, but the alarms did stop.</description>

I mean, I&#039;ve called 911 myself before to complain about a car alarm that kept going off every 5 minutes in the middle of the night but even I can&#039;t agree with this.  If someone with an alarm sees their car damaged in this way, they will assume that they need an alarm even more and so will everyone else who owns a car who does not have an alarm.

I think Kunstler&#039;s &lt;i&gt;World Made by Hand&lt;/i&gt; would make an excellent film. By depicting a world where cars have stopped running, it would be a healthy antidote to all those ridiculous movies (most recently &lt;i&gt;I Am Legend&lt;/i&gt;) where civilized life as we know it has come to a stop but there is still one idiot with an inexplicable and endless supply of gasoline.</description>
