Just to update, Caltrans does not have an internal complete streets policy... yet. Caltrans does have Deputy Directive 64 http://admin.dot.ca.gov/bfams/deputydirectives/Internal/DD-64.pdf titled "Accommodating Non-Motorized Travel."

While not part of the state law, CALTRANS has adopted an internal complete streets policy. As was stated by another commenter, the devils is in the implementation. You can read more about it here:

To my knowledge, Complete Streets legislation or policy has not been adopted in California on a statewide level. If someone knows of something else, please let me know. There is a bill in the California Assembly right now. Caltrans (Cal DOT)is considering updating their current non-motorized policy to incorporate all complete streets principles.

Very glad to see this come from my Representative--Matsui! I'm probably way biased when I say this but Sacramento and Davis are really the heart of the national complete streets movement in my opinion, so it makes sense for her to introduce this bill.

I love the idea, but like much federal legislation, the key is in the implementation.
