Bloomberg’s plan to charge drivers to enter Manhattan south of 60th Street, but nearly two hours later, the meeting still had not begun. The reasons for the delay were not clear; Council members milled around City Hall, some of them in the lobby outside the ornate second-floor chamber. Behind the scenes, Mayor Bloomberg and aides to the Council were negotiating, and lawyers for the Council were seen running about.</description>
