After a few meetings with politicians about this lately, my conclusion is that no one wants to own the plan in its entirety, but many, many are chomping at the bit for a piece of the proceeds. People will not go back to their constituents with &quot;I&#039;m for charging drivers&quot; but rather &quot;My vote was for [insert pet transit project in district]&quot;</description>
