As the city and state legislatures deliberate Mayor Bloomberg's modified congestion pricing plan, a more ambitious and audacious proposal is gaining traction: a plan to leverage higher and broader congestion fees to institute universal free subway and bus service in New York City. Charles Komanoff, lead author and researcher for the Kheel Plan (named for its sponsor, legendary attorney Theodore W. Kheel), will discuss the plan's methodology, findings and implications.
