		<description>I&#039;m all for sticking it to registration cheats, but I&#039;m not sure I see how that plan would practically work. What do you do for cars purchased after the cutoff date? What&#039;s to stop people from simply transferring title to get around that?

If nothing else, it would at least compel cheats to register in NY and pay the revenues they should be.</description>

		<description>Exactly Dave. I&#039;d say everyone with registration and insurance at their nyc address as of March 10, 2008 should be eligible for a permit. Everyone who has been cheating for years is out of luck.</description>
