Try to empathize with the anguish they must feel and Ride on! An FYI for all y'all in 16 years of cycling in the Inland Empire of SoCal, the 909, smog alley (thanks to LA automyopians) I have never once been stopped by an officer of the law for practicing effective cycling on my daily commute.
