In the Boston area, for example, there are a number of suburban bike trails that run through low-density areas and do not connect major commuting destinations. I think it's true that the vast majority of these trails' users are recreational. Other bike projects-- like bike lanes in urban areas-- would be a better use of federal transportation dollars.
