Hello? No Permit Parking signs for NYC

Why doesn't Donald Shoup suggest the posting of permanent "NO PERMIT PARKING" signs to reeducate government sector commuters with parking permits? There are 150,000 vehicles with parking permits in NYC. Permanent NO PERMIT PARKING signs would be a minimal expense and reduce congestion by many thousands of cars every working day. The fact that NYC does not post signs such as these, is obviously an open invitation to illegal permit abuse by government sector commuters. Let's get the law enforced with No Permit Parking signs! What do you say to that, Mr. Donald Shoup?

1. Maybe he did suggest that. Did you go to the event and find out? Apparently not.

2. He's an expert on one facet of parking policy: pricing. He talks about pricing. Pricing isn't incompatible with permit enforcement.

3. I'm sure everyone here, and Shoup too, agree with you that it would be good to enforce permit restrictions. Stop yelling at us like we don't.

Count me out, as I don't agree that the solution to permit abuse is "No permit parking" signs. That suggests permit parking is permitted anywhere there is no sign. Sign only areas where permit-only parking is allowed. Issue time-limited permits for specific user, purpose, times and locations which would all be embedded in a bar code that could be read by the enforcer. The same information would be printed on the permit so that citizens could report violations they see. Every other use of a permit is a violation.

An entire chapter of Shoup's book is about permit parking.

Why don't you go to his talk. He might give you a few ideas to broaden your parking enforcement toolbox, such that it is.

There are a lot of ideas, and better ideas, than throwing up a few No Permit Parking signs and having tow trucks come every day to enforce them.
