He's right-- the demand for coal has short-term elasticity and is very important. Even with substantial transportation and land use reform we will still need carbon-free electricity to maintain civilization. I am certainly hoping for a national run by Bloomberg! Good quote, and the key distinction between uses of "the common" that should not be charged for in the name of equity and those that should be charged for in the name of equity. When you damage or deplete something you are seizing it for yourself from everyone else.
