		<description>Bicycle and pedestrian advocates should ask the Commission (and the city) to support the community&#039;s desire for a corridor management plan for the Henry Hudson Parkway so its local values (like biking and walking) will be protected while the parkway serves as the free bypass in the congestion pricing scheme. Why is the city passing up this opportunity for federal funds and state cooperation to make this parkway beautiful and functional for the community??  It goes through the most densely populated spine of the community. Its service roads carry the express and local buses, and a future bike route.  Its overpasses knit the neighborhoods and parks on either side. For the past two decades, the community has watched its parkway being turned into an expressway. If you want them to embrace the CP plan&#039;s heavy role for the parkway (and I do), offer them some insurance that it won&#039;t get even worse.</description>
