		<description>A few more thoughts on traffic mitigation without CP:
- Ban street fairs on anything but side streets.  It has been a long time since the major street fairs had any local character and they are now basically a scam: a local charity gets a minimal donation and the organizer and vendors make money while wreaking havoc on city traffic.  Face it, the vendors are not local, the shoppers are not local and the vendors sell schlock while paying no rent and probably minimal taxes.
- Reintroduce Sunday meters.  I was dumbfounded that the church lobby won out on this; you now let people park fro free from Saturday 7pm to Monday morning.  Maybe lengthen the time allowed Sunday mornings for the church-goers (two hours should be enough) but don&#039;t allow people to park for free for such a long time.
- Take away parking spots and convert them to loading zones.  Wide streets on the Upper East and West sides should have no parking during the week...you&#039;d see a lot less double-parking.  The same should be done for the avenues...put meters 1/3 the way down the side streets for &quot;shoppers&quot; to appease the merchants and let delivery trucks use the curb instead of double-parking.</description>
