Maybe the cobbles are pervious pavings, so that water infiltrates. Good point though, research shows open spaces lead to faster driving since cars that see open distances tend to drive faster.</description>

		<description>For safety, next, they should try vehicle weight per person laws, say at 100 pounds.  Current defacto practice usually has it well over 1000 pounds, i.e., except for human-powered vehicles.  This would also a dramatic effect on emissions and energy efficiency.</description>
