I wasn't clear on whether the tip mentioned in the post concerned a bicyclist trying to park here as opposed to some other building. Assuming use grows over time, the city will want to install some kind of rack system to avoid the "domino effect" so common with this setup where one person knocks over a whole row of bikes.
