		<description>I am to understand that &quot;decimated&quot; is pretty much what will happen to fleets.  It&#039;s simple math.  If your fleet shrinks a significant size as a result of this process, that&#039;s decimation -- unless you&#039;re satisfied to run your business with less.

I&#039;m not sure that DCA can make a fair rule to enact an unfair law.  At least many can agree that the pedicab regulations were harsh.  If you were there when it passed, you might have been sitting next to medallion owners who were late for their golf outing to make sure the Speaker did what they paid her to do.

Occupying oneself with an effort to get a favorable rule from the DCA process does nothing to change the fact that a bad law is still in effect.   The effort needs to be focused on lawmakers and a heavily amended PL19.

I remind the pedicab industry that there is still a ban on bike lane and bridges.  There&#039;s an effective ban from Times Square through pre-enforcement of laws that don&#039;t exist yet and even &quot;crimes&quot; that haven&#039;t been committed yet.  You are suspect if you ride three wheels.  Once the NYPD and Parks Dept really wave the magic wand, you&#039;ll wish you&#039;d fought to change the law, not a little rule change.  Don&#039;t underestimate the misuse of police powers.  Pedicabs are bicycles and they will likely be treated like Critical Mass riders every working day.  As far as I am concerned, the police are only warming up to take whatever fleets have left.</description>
