		<description>I remember some concessions had been made by the mayor to certain constituencies - trucks, hybrid vehicles, et al - during the period leading up to the first June 22 legislative deadline.  In addition, I&#039;m sure the Senate bill that was first introduced back in June was also the product of negotiations with the Bloomberg administration.  

Are those concessions now being withdraw, given they were not part of the original PlaNYC document nor the other documents/application that were submitted to the Commission today?  Would be an interesting retreat.</description>
