Ichiban-- Is the wind power in Texas used to reduce gasoline consumption, or does it offset the generation of electricity from coal, natural gas, and nuclear? It looks like this is only talking about ways to directly reduce gasoline consumption, which isn't offset by wind power (unless Texans are now driving fully electric vehciles).

I see some flaws in their methdology. As much as I am not a fan of Texas, I have to give them credit for reducing their oil vulnerability through increased production of wind power--they produce more wind power than any other state, including the largest state in the nation (and most environmentally-friendly), California. They're expected to deploy another 2 gigawatts of wind energy capacity in 2007, 2/3 of the new wind capacity to be deployed this year in the US. They definitely aren't the best state in the union for lowering oil dependence, but they're not one of the worst, either.
