From the NY Times article on Corzine's speeding motorcade:

But Mr. Jones, president of the New Jersey State Troopers Fraternal Association, brushed aside criticism of the state’s policy, saying that it until last week it had functioned effectively since 1921.

He said it was essential for the governor’s drivers to speed and use emergency lights to create a buffer zone between Mr. Corzine’s vehicle and other cars.

“You can’t allow yourself to be boxed in, paralleled or overtaken,” Mr. Jones said. “That’s Executive Protection 101.”

So is "speeding can kill people, including your passenger" not covered until Executive Protection 102? And what about "Instead of sticking to rigid rules, you need to adjust the level of protection to the anticipated threat level," is that only in the higher-level courses?

Quinn likely violated her own parade permit rules:

http://www.onnyturf.com/articles/read.php?article_id=533

Because, you know, it was an important issue to her and well, she's in power so she can do whatever she wants to support her own issues, unlike those out of power without her clout.

Worst Speaker Ever...Vote Out Quinn
