		<description>I support Int. 75 rather than 331, and I think the pedicab operators also support 75.  331 has the cap on the number of pedicabs allowed, which is a result of the &quot;NO!&quot; reflex, which is what local governments often exhibit in response to sudden positive innovation.  331 also contains the similarly boneheaded &quot;don&#039;t let them in parks&quot; line.  I think 75 avoids both of those.</description>

&lt;p&gt;What I couldn&#039;t understand is why there isn&#039;t more innovative methods of transport like they have in Asia? &lt;/p&gt;
&lt;p&gt;Methods such as tuk-tuk&#039;s, cycling, motorbikes etc? Is it because of safety concerns that more people don&#039;t use these methods of transport in Manhattan?
