Honestly, what does it take to get a ticket if you hit a pedestrian in this city?  I would love to see the TA crash map annotated with the violation that the driver received (or not).  

Just judging from my recent attention to the matter I would suspect the percentage is below 30%.  Just don&#039;t drive away from the scene!</description>
