		<description>On the topic of permit abuse, I was just walking (or trying to walk) down Nassau Street between Fulton and Beekman in Manhattan, and there was a line of parked cars all along the western side.  The sign said &quot;No Standing 8AM-4PM,&quot; and of course every car I saw had some permit in the window.  Maybe it&#039;s par for the course in Lower Manhattan.  But it&#039;s particularly galling on a street that&#039;s supposed to be pedestrian-only during business hours.</description>
