Such a system could be implemented very quickly--they could buy the MyBikeLane.com template from Greg, make few adjustments, and presto! One would think. One is usually wrong, though. Anyway, just thinking that maybe they wouldn't have to provide a web interface - as long as they provide a way of accepting photos, there may be some way for others to create a way to send them by means other than intended. I imagine this will be useful for us bikers who are trying to clear the bike lanes of illegally parked cars, eh?
