CM Weprin really fumbled that last line about the people who just drive through the Central Business District. I don’t have a transcript, but he basically said that “they especially shouldn’t be taxed because they are not even benefiting from driving through the city”.
Talk about a windshield mentality. If he thinks Manhattan’s primary economic value is to hold up the bridges, he severely underestimates the value of the real estate in the CBD.
He should take a good look at the city’s finances and tax base.
